Founded in 1999, Citation Compliance was built on a simple idea: complex regulatory requirements should be easier to understand, manage, and put into action.
For 27+ years, Citation has worked at the intersection of regulatory intelligence, technology, and compliance execution, helping organizations turn complex requirements into structured, manageable compliance programs.
As regulations, standards, and operating environments have become more complex, the challenge has evolved. Access to information alone is no longer enough. Biography
Dean Brewer is Chief Executive Officer and Founder of Citation Compliance. A seasoned entrepreneur in regulatory and compliance technology, he has spent his career developing technology-driven solutions that make complex requirements more accessible, structured, and actionable.
He founded CyberRegs in 1999, one of the first online platforms to consolidate regulatory data from multiple sources into a single, accessible system. Under his leadership, CyberRegs became an industry-standard resource and was ultimately acquired by IHS Inc. in 2012.
Over the course of his career, Dean has successfully developed and scaled multiple compliance-focused products, guiding them from concept through commercialization and acquisition.
His work reflects a long-standing commitment to building practical, scalable solutions that help organizations navigate regulatory complexity with greater confidence and efficiency.

Biography
Jason Sirois is Chief Product Officer at Citation Compliance, where he leads product strategy across Citation’s regulatory, standards, and compliance technology portfolio. Working at the intersection of regulatory expertise, customer needs, and technology, he helps shape products that turn complex requirements into practical tools for research, assessment, compliance execution, change management, and evidence.
With more than 25 years of experience across environmental consulting, public-sector regulation, permitting, regulatory policy, compliance, and software, Jason brings an unusually broad perspective to product development. His career has included advising organizations on environmental and regulatory matters, working within public agencies responsible for interpreting and implementing regulatory requirements, and leading complex permitting and compliance initiatives across multiple industries.
That experience now informs Citation’s product direction. Jason focuses on understanding how regulatory requirements are encountered in the real world, where organizations struggle to operationalize them, and how technology can make that work more structured, actionable, and scalable. He helps translate those needs into product strategy, capabilities, and workflows while aligning Citation’s regulatory expertise with evolving customer and market requirements.
He holds a Bachelor’s degree in Environmental Science from Saint Anselm College.

Alex Barenboim is Chief Technology Officer at Citation Compliance, where he leads technology strategy, software engineering, architecture, infrastructure, and delivery across Citation’s regulatory and standards platforms. His focus is building secure, scalable systems that connect structured regulatory content, AI capabilities, and workflow applications into a dependable technology foundation.
With more than 25 years of experience in technology leadership, Alex has led cloud, mobile, and enterprise software initiatives and guided engineering organizations of more than 1,000 people across global delivery centers. His experience spans software engineering best practices, platform reliability, security, and distributed engineering delivery.
Alex is also the author of multiple books on technology leadership, artificial intelligence, engineering delivery, and mobile development, including Selling to the CTO and Beyond, From CTO to Trusted Advisor, Artificial Intelligence: Foundations, Applications, and the Future of Human-Machine Intelligence, and The Nearshore, Offshore, and Multishore Engineering Playbook.
Throughout his career, Alex has built and scaled distributed engineering teams across the Americas, including delivery centers in Argentina and Colombia. At Citation, he brings that execution-focused perspective to advancing the technology infrastructure behind the company’s AI-enabled regulatory, standards, and compliance products.

Ken Waszkiewicz

Biography
Ken Waszkiewicz is Chief Legal Officer at Citation Compliance, bringing more than 25 years of experience in intellectual property law, technology, and systems engineering.
He has advised clients ranging from early-stage companies to Fortune 100 organizations on patent strategy, technology licensing, and complex intellectual property matters. His legal experience includes work with Morgan & Finnegan and Drinker Biddle & Reath, where he focused on patent preparation, prosecution, and litigation.
Earlier in his career, Ken spent 14 years in systems engineering and integration consulting, supporting organizations including NASA, the U.S. Air Force, and the U.S. Department of Defense. This technical foundation informs his practical, business-oriented approach to legal strategy.
He holds a J.D. from the University of Baltimore School of Law, an M.S. from George Washington University, and a B.S. from the University of Maryland Baltimore County.
